Interim Report #3, June 12, 2017


The Housing Snohomish County Project has three goals:

  • Create a 10-year Affordable Housing Production Plan: Phase I and Phase II
  • Drive community ownership of the plan
  • Enhance understanding of housing need and community support for pursuing additional, county-wide funding sources


Phase I of the 10-Year Affordable Housing Production Plan is complete with the results being introduced at the Consortium’s Affordable Housing Conference on June 2, 2017. Phase I consists of the following three sections:


  • Creation of a housing inventory of all income restricted, affordable housing in Snohomish County including rental units, manufactured housing, homeownership programs, and tenant based vouchers;
  • Assessment of the current unmet need for affordable housing here in Snohomish County defined as the number of households with total household income of less than 80% of the Area Median Income and paying more than 30% of their income on housing related costs not including the current inventory of income restricted housing and vouchers;
  • Calculation of the number of income restricted housing units the affordable housing community can reasonably expect to produce in the next 10 years using current resources.


The completed Affordable Housing Inventory and Phase I report (updated 10/31/17) are available on the Consortium Website: www.housingsnohomish.org


Phase II will produce conservative, moderate and optimistic projections of how many additional units of income restricted housing could be created with changes in the following areas:


  • Resources: There are sources of additional revenue that require legislative and/or voter approval such as a Housing Levy, a 0.001% sales tax for services & facilities (including housing) for the mentally ill and or chemically dependent, etc.
  • City & County codes, fee structures, and other practices that could incentivize and reduce the cost of affordable housing in city & county jurisdictions.


Goal 2 is about reaching out to additional stakeholder groups: Business associations, faith communities, educational institutions, elected officials and many others to drive community ownership of the plan including making recommendations on which of the Phase II actions to pursue.


Goal 3 is implementation of the plan and pursuit of the Phase II recommendations.
